 Action trainer dummy rounds do not have a spring loaded striking surface or soft material for the firing pin to strike.  Early versions of the dummy rounds allowed the firing pin to strike the ABS plastic insert but we found that caused firing pin damage in certain handguns.  They now protect the firing pin by not allowing the pin to strike the plastic insert, making it the equivalent of a dry fire.
